2007年10月，适逢党的十七大隆重召开之际，由省社科联和安徽大学共同主办、安徽大学历史系承办的“第四届淮河文化研讨会”21日至22日在合肥举行。十七大报告提出“弘扬中华文化，建设中华民族共有精神家园”，给与会者以极大的鼓励。这次研讨会有来自省内外及日本的专家学者100余人出席，收到论文50多篇。与前几届研讨会相比，本届会议研讨范围更广、参与面更大、取得共识更多、对淮河文化内涵的认识更深、为现实服务的意识更强。本书收录了这次研讨会上的经典论文。全书共分历史文化篇，社会发展篇，考古发现篇和水利建设篇等四个部分。
